I just got back from New Orleans. We stayed in Bonaparte's Quarters in the French Quarter. The tourist area is almost entirely repaired and open for business. The restaurants are serving, the clubs are open, the music is playing, the riverfront and Canal Street streetcars are running. The Aquarium, IMAX theater, and the Zoo are open, the Steamboat Natchez is sailing. There are few indications of the hurricanes in the French Quarter. Among them are T-shirts with unflattering comments about FEMA and signs that say "We're Now Open". Fiorelli's has a sign that says "Thank you for helping our recovery through your patronage." So take your tourist dollars to the Big Easy and laissez les bon temps rouler!

The problem is that the word can actually take an awful long time to get out to the masses. After the Boxing Day Tsunami in the Indian Ocean many resorts actually recovered very quickly and others hadn't been affected at all. That didn't stop people staying away because they thought the entire area was destroyed.
Hopefully the word will get out more quickly for New Orleans.
