Mardi Gras is the best week to own as far as renting goes. Jazz week will also be a good renter but not as good as MG. Christmas week is also nice but it would not be as good as the first two.
My New Orleans weeks at Club La Pension and Quarter House both rent equally well. My Jazz Fest (first weekend in May) week at Hotel de L'eau Vive generally rents at about half their price. So, it rents profitably, but not as profitably as Mardi Gras.

Jazzfest transportation is a shuttle van that goes down Canal St. So, look at the location of the timeshare on the map and you can figure it out. I would look it up for you, but I'm at the Vancouver Airport, headed to Europe for a couple of weeks, so I won't have time or my links with me to look things up.
I'd love to go to NO during jazz fest, but yes, it does depend on tranportation.
FWIW, I used my timeshare for Jazzfest this year instead of renting. My particular timeshare comes with free parking for the week, so I rented a car. I found that, at Jazzfest, it is easy to park. All of the neighbors rent their driveways and yards at roughly $15-$30 per day per car. Depending on how far you want to walk. The $30 was for a lot about a block from the jazzfest entrance with valet parking. $20-$25 was abundant within 2 blocks of the entrance, self-park. A few charge higher, as high as $45, but not many people were willing to use them at those prices.
