The Outer Banks of North Carolina, and indeed all of Dare County has been closed to outsiders due to the Wuhan Coronavirus by order of the Dare County Commissioners. There are presently no cases of the virus in Dare County, but they are concerned with tourists from elsewhere bringing it in. Checkpoints are being set up on all the roads into Dare County. Only residents and property owners will be allowed through, although I am sure they will make provision for deliveries from outside to be made. They will also not allow people to pass through Dare County in route to and from the portion of the northern Outer Banks that lies in Currituck County nor Ocracoke Island which is in Hyde County. There is one access to the Currituck beaches from mainland Currituck County without going through Dare. There are ferries from Ocracoke to Swanquarter in mainland Hyde County and another to Carteret County.
If you own a timeshare on the Outer Banks, bring your deed. That should get you in as a property owner, but that will not work for exchangers. A timeshare deed qualified as being a property owner to get one through the roadblocks after hurricanes, so presumably it will now, too.
