My wife has a friend that wants to rent a condo in Las Vegas. What are the best sites for them to look at for possible options? They are not members of RCI and/or II. She is checking to see if one or both of them might be Vets or retired government employees.

You are eligible to participate in the GETO if you are 21 or older and a:
Current or retired employee of a U.S. or Canadian governmental agency -- Federal, State, County, City, Provincial, Territorial or Municipality

I once worked for our county and was able to join (even though I'm not close to retirement age). They required nothing to prove my eligibility.
I haven't made a reservation there, but it is interesting to see how it is set up much like the RCI website and renting the same resorts that you can see in Last Call and Extra Vacations--at the same prices we RCI members are offered! No wonder there is a class action suit against RCI.
In addition to GETO, there's also the Armed Forces Vacation Club (afvclub.com) that you referenced, as well as Alumni Travel Benefits (alumnitravelbenefits.com).
