Trying to add a photo for my avatar

I have tried everything I know of to add a photo as "edit your profile picture" and I still get an error "Upload of file failed." It is less than 100 pixels size and less the 24K. (Less than the allowable.) I am familiar with the software running this board (I belong to other similar baords) and have no problems with those. What is wrong here? I am trying to create an avatar image.
