It's from the movie "Der Untergang" ("The Downfall"). YouTube is filled with parodies of this scene. There's even a netcommunity that calls themselves "The Untergangers" who make these types of parodies from the movie. Just click the YouTube links on the right side of the video or put "Hitler parodies" into the YouTube search box.

This clip is the climactic scene in which Hitler finally realizes the war is irrevocably lost. The generals are discussing the Russian advance, and Hitler says that Steiner's counterattack will hold them off. When the general go awkward and stammer out "Steiner", they tell Hitler that Steiner didn't counterattack because he couldn't assemble enough forces. In the ensuing tirade Hitler says the counterattack was a direct order and that Steiner has betrayed the German people. He then goes off on all of the generals, saying they are all traitors and betrayers of the German people, and have been more interested in their privilege than their duty.

If you Google around you should be able to find clips of the scene with the actual English subtitles.

One of the funniest parodies is one of the early ones, when Hitler is supposedly fuming because his account to an on-line gaming site got cutoff. In another the tirade is triggered after he tries to upgrade Windows.
