I think most people have been aware of the new requirements and because of the uncertainty of the requirement dates already have their passports.

I just read an article, maybe it was Wall Street Journal. Puerto Rico and St John Virgin Islands hotels and resorts are promoting themselves as "no passport" destinations and even offering discounts on travel packages. The Westin in St John is one of those doing aggressive marketing like that.
