It's true the law was enacted a long time ago, but it was repealed only a few years ago. It was working until then. Looking at reinstating the law is not looking into the far distant past: it's looking at what happened when the current problems began. We had a system that was working; now, we don't. It seems reasonable to look at reinstating the law.
