  • Strange rules in Connecticut

DH and I traveled to CT to see a concert last night (Bob Seger/Jay Geils - what a great show!). The crowd was overwhelmingly people in their 50's and 60's. I thought it funny that every person was ID'd at the beer and wine bars. First I thought that the woman was kidding me when she asked to see my ID. I said "really?" but she assured me that every person gets ID'd. She didn't scan the ID, just looked at it to make sure I was over 21.
Then, DH went to get me another wine and get a beer for himself. There were 2 different bars, so he got the wine first, then stood on the (very long) beer line. He ordered and was told the he could not order a beer while he had a wine in his hand. Again - really? Yes, it was the law in CT; apparently you can only hold one drink at a time. DH said the people on the line behind him did not think this was strange and verified this is the law.
So he brought the wine to me, and went back to the line to get his beer. The woman did let him cut to the front of the line since he waited so long the first time.
We thought this was a crazy rule, but I am thinking there is some rationale behind it?

If the people in the beer line knew the rule, why did they let him wait in it so long, or why didn't one of them offer to hold the wine for him while he got the beer?

      "Connecticut Regulations for Bartenders/Sellers/Servers:
Happy Hour Laws: Connecticut Happy hour Laws reference the prohibited practices that result in excessive consumption of alcoholic beverages by consumers. You may NOT: Sell, offer, or serve more than one drink to any one person for his/her own consumption at any one time. A second serving may be allowed only after the first serving has been substantially disposed of or consumed. Sell, offer, or serve drinks by the pitcher or other vessel containing more than one drink except to two or more persons, excluding minors as defined by the Liquor Control Act, at any one time. A second serving may be allowed only after the first serving has been substantially disposed of or consumed. Sell, offer, or serve to any person an unlimited number of drinks during any set period of time for a fixed price, aka "all you can drink." Encourage or permit, on the licensed premises, any game or contest which involves drinking or the awarding of drinks as a prize."
