An interesting article that seems to contradict itself from the start.
It says 30% of Americans are unaware that 15% to 20% tip is the norm. It's probably safe to assume that not all the remaining 70% who are aware actually tip at that level. It only requires 1/3rd of that 70% NOT to tip at 15% to 20% for the initial statement to be unsupportable.
Had they said that 15 to 20% is expected that would be an entirely different matter.
I was actually surprised how many Americans who do know what is expected actually do object to the practice. When the question has been raised on various forums on TripAdvisor typically about 1 in 3 of those expressing an opinion object.
