I'm sure there will be gender differences here.

Tough choice for me - hard to pick among Tommy James and the Shondells "My Baby Does the Hanky Panky" or Jerry Lee Lewis "Big Legged Woman" (wonder if he was singing about his 13-year old cousin ) or "Fat Bottomed Girls" or "Double Shot of My Baby's Love".

"Air that I breathe" The Hollies. I'm very much a 70's rocker but that song was one of my all time favourites. The chorus still gives me goosebumps.

Seriously, although neither of us are C/W fans, by far my favorite romantic song is From This Moment On, by Shania Twain, solely because my wife surprised me by singing this song to me in the middle of our wedding ceremony. I must say that it was nearly impossible to keep my composure -- in front of a few hundred of our close friends. I still get a lump in my throat every time I hear this song on the radio:
