Perhaps it's not the Russians mega-rich who are going to be hit in Cyprus despite what the press is reporting - it appears that many of them, especially those with political connections, may have been tipped off and moved their money out before the blockage. Also the foreign branches of Cypriot banks (mostly located in eastern Europe) apparently stayed open while the banks in Cyprus were closed, allowing continued money transfers to continue offices in Cyprus banks were closed. The theft is going to occur from the accounts of people and organizations that are based in Cyprus - IOW the very entities that drive whatever indigenous economy exists on Cyprus.
If you are going to Rome, Italy please buy your from the bank or an ATM and not from one of those size shops selling euros to avoid some high tansaction fees.
