You would think that the port cities would cave, lower their port fees for the cruise ships and be done with the barrage of misinformation.

Is it really about the port fees?

We enjoy going to Puerto Vallarta and have always felt save and we walk outside at night to the restaurants close to the resorts.

I voted and I hope that they will listen to reason. Most people seem to want the cruise ships to stop in PV again.

Depends. In Spanish a document that is a list of people who are petitioning action bysomeone or some agency is una "petición". When translated to English the correct word for such a document is a "petition".

However "petición" is also a noun that generally corresponds to a "request". In a legal context "petición" can also correspond with a "pleading". So whether one would translate "petición" as "petition" or "request" or "pleading" (or similar words) would depend on the context in which it is being used in Spanish.
“Maybe you shouldn't dress like that.”

“This is a blouse and skirt. I don't know what you're talking about.”

              “You shouldn't wear that body.”
